Woman Injured in Deadly Ybor City Crash Sues Driver, City of Tampa and FHP

Tampa, Florida (August 13, 2026) – A woman who was seriously injured in a violent crash in Ybor City in 2025 has filed a lawsuit against the driver accused of causing the collision, the City of Tampa, the Florida Highway Patrol, and the company that owns the bar where she was when the crash occurred.

According to the lawsuit, the crash happened during the early morning hours of November 8, 2025, when 23-year-old man allegedly drove through a crowd of people outside Bradley’s on 7th in Ybor City while fleeing from law enforcement.

Four people were killed and numerous others were injured in the crash. Sampson’s felony criminal case is currently proceeding through the Hillsborough County court system.

The injured woman, identified in the complaint, alleges that she suffered severe and permanent injuries as a result of the crash. According to the lawsuit, her injuries included fractures requiring surgery, permanent impairment, disability, pain and suffering, mental anguish, loss of enjoyment of life, medical expenses, and other damages.

England is seeking more than $50,000 in damages.

The complaint accuses Sampson of negligence in the operation of his vehicle before the crash. The allegations include operating the vehicle while impaired, having an alleged blood alcohol concentration of approximately 0.120, fleeing law enforcement during a high-speed pursuit, driving erratically and recklessly, traveling at excessive speeds through an area heavily populated by pedestrians, failing to maintain control of the vehicle, and otherwise acting negligently.

According to the complaint, this alleged conduct created a substantial risk of death or serious injury to people in the area.

The lawsuit also names the City of Tampa and the Florida Highway Patrol, alleging that law enforcement was negligent in conducting the high-speed pursuit immediately before the crash. England argues that the risks the pursuit presented to members of the public outweighed the law enforcement benefits of continuing the pursuit.

The complaint alleges that officers involved in the pursuit failed to properly evaluate the risks of continuing a high-speed chase through a populated commercial and pedestrian area. It also alleges failures to terminate the pursuit appropriately, maintain proper control and lookout, warn or protect pedestrians, coordinate efforts to protect public safety, and otherwise conduct the pursuit in a reasonably careful manner.

The allegations contained in the lawsuit have not been proven in court. The defendants are entitled to respond to the claims through the civil litigation process.
